东三省制造银元总局前身是始建于公元1896年(清光绪二十二年)的奉天机器局。公元1898年(光绪二十四年)，奉天机器局开始正式制造一元、五角、二角、一角和半角银币，并在市面上流通。沙俄侵占奉天(沈阳)时，机器局被焚毁。公元1902年(光绪二十八年)，经盛京将军增祺向俄方交涉，方将机器局交还奉天当局，后将机器局与造币厂分开，设立奉天制造银元总局，对残损机器重新修复，于1903年7月恢复生产，因当时局势动荡铸造量不大!现如今存世量极其稀少，犹如凤毛麟角!

东三省造光绪元宝库平七钱二分，系光绪三十三年(1907年)新任东三省总督徐世昌到任后，向清廷奏请铸造在东北三省通用的银元，由户部天津造币总厂代铸。银币钱面珠圈中满汉文“光绪元宝”四字,上端镌“东三省造”四字，下端镌币值“库平七钱二分”，左右各饰一圆点;银币背面中心为蟠龙图案，左右两端分别镌一个突出的圆点。该币品相精致，其审美风格独持，包浆入骨，熟旧自然，深打字口清楚，流通痕迹明显，边齿过关，龙鳞清晰，它有着历史熏陶，是价值很高的革命文物，具有深远的历史纪念意义，投资价值和收藏价值极高。
