奖牌呈圆形。正面是一宽一窄两道外圈，圈内右面从上到下写“农工商部制”五字，左面与之对应的是五个满文字母，两种文字中间上下有两个圆点。背面同是两道外圈，但比正面外圈稍宽。两条龙（左龙头12须，尾6须，系公龙；右龙龙头11须，尾5须，系母龙。公龙龙齿有“F”状造型；母龙龙齿则是素身）以竖立的姿态面对面地跃身立于圈内，龙口中间，是一个形象饱满的太阳星，呈现出了两龙争星的局面。星下写“二等”二字。九朵祥云分别镶于龙的头部、背部、腹部、臀部和尾部。其中八朵云是成双成对，一朵是单摆，体现出了龙（中国）九五之尊的身份。龙身下则是五座山，有“五岳”之意，寓意中国的东、南、西、北、中五座大山。

1906年，清朝民间要求清政府振兴农工商业，“创剧痛深之际，正当卧薪尝胆之时，急宜奋发有为，以图整顿，借材异地，变法自强”督促政府随时局的变化而实施不同的经济政策，改变过去固步自封的落后状态。在民意的要求下，清政府于1906年11月6日颁布官制改革方案，工部并入商，成立了农工商部，商部下设四司一厅，掌全国农工商政并森林、水产、河防、水利、商标、专利等诸事。为了改进工作效能，清政府推行了新型的官员管理机制和奖惩制度，制定出了一些列工商奖励章程，两年择优褒奖一次。为了防止官员徇私舞弊、谋取私利，农工商部在章程之首就提出“欲使各官等砥砺廉隅，专心一志，非厚给廉俸不足以激励清流，然奖励之余须尤用法，使之儆威。”为此，清政府为官员抛出了巨额奖金，一种是奖励那些在“专司商务局、所、学堂、招商等专利文凭、译书译报、聘请洋工程师及臣部司员升调”工作中做出突出贡献的官员；一种是奖励那些“专司开垦、农务、桑蚕、山利、水利、树艺、农牧等一切生殖之事”的官员。在这个背景下，北洋大臣奖牌、农工商部奖牌等由此应运而生。仅农工商部奖牌分“一等”、“二等”和“三等”三个类型。

奖牌文字较细，呈棱形，一笔一点呈立体感。龙头线条粗而厚，龙鳞大而饱满，龙爪有骨感，云朵、高山纹饰呈浮雕形。龙头、龙须、龙尾、龙爪、龙鳞；包括山头、祥云边缘处处都有或长或短的毛刺和一点一滴的留银（圆点）现象，既起到防伪作用，又独具风情，像一个性格独特的长发艺人，显得风格飘逸，与众不同。九朵祥云上下左右布局，但每朵云都线条粗细不一，堆银程度有别，风格各异，造型上有鲜明而细微的差别。
